BLE: Make it Opt-In
As long as we don't have real privacy features enabled: Make BLE opt-in and turn it off until it is not opt-in
Three phases:
- Turn BLE off
- Turn BLE on if there is a file on flash which indicates so
- Offer a menu option to opt-in (or back out if requested)
