uninstalled stock apps are reinstalled and tagged as "new" when updating firmware

the "new" should be bypassed for the next release, maybe just put stock apps on a blocklist so that they never can have the "new" marker.

the reinstall is harder, maybe a special tag in application_settings? but... if users want to reinstall them, how? yeet local changes? that's a bit overkill probably. maybe just put them in the appstore?
