minor glitches in rasterization

There is an off by 1/15th in vertical coordinate handling for the scan converter of ctx. This glitch can be seen in the nick app with the flow3r nick as a horizontal bar on the o when the text is flipped back forwards. For slowly scrolling vertical text; this can make bars of t's and H's flicker.
