L0dable Lifecycle

Implementation of the following API calls:

• epic_exec(): Start a new core 1 payload
• epic_exit(): Exit from a payload

Additionally, as discussed here and here, the l0dable runtime should automatically call these to inform Epicardium about the state of a l0dable.
