Update BLE bianry blob, patch it and turn off encryption when needed

This contains a few experimental changes which should increase BLE stability and also allow multiple successive encrypted connections.

Needs testing.

It looks like this was the first step to getting my Pixel 3 working. :) Before the buttons in the companion app would never turn green. Now the app can connect and the buttons are green, but pressing them doesn't do anything. It looks like after this merge request I am in the same state as @pink was with his Pixel 2.
