py: add a graphics_mode system-app

pippin requested to merge graphics_mode_ui into main

Instead of menu entries directly poking the sys_display API, this is a small immediate-mode ui style view for changing the default graphics mode. Some combinations are broken and with some settings enabled you are forced to 8bit.
