st3m/settings: split settings menu into two files

ok this is my fault (all-around wifi changes lead to loop in imports) and we can perhaps find a better solution and revert this, but until then this fixes the issue. I don't think splitting the actual settings options and the settings page is a bad idea anyways, but maybe it can be done cleaner.

a good alternative would be to collect classes in a separate python file.
