licensing, adhere better to LGPL3 - distribute copy of GPL3

Phileas requested to merge licensing_add_copy_of_GPL into main

LGPL3 builds on top of GPL3; and the instructions for licensing using LGPL3 are to distribute both the core GPL text and the LGPL additions.
