Allow reloading app list in sunmenu

Phileas requested to merge allow-reloading-sunmenu into main

Adds an option to settings to reload app list, and exposes a function to do so in pyst3m/utils as reload_app_list.

This also implements it in:

  • app store/gr33nhouse: Automatically reloads app list after installing an app
  • fil3s: Automatically reloads app list after deleting an app

might be useful also in the future if we ever implement exiting from usbms mode without a restart.
